Before he came out in 1979, Gilbert ran for Lynn city council at large in 1969, state representative for 9th Essex in 1970, and state representative for 1st Essex in 1971. Gilbert is an advocate for gay rights in Lynn.

1979 - Reward offered for information about gay bashing
Three men were assaulted on Washington St. on December 14, 1979. Rewards were offered by a local gay bar, Mr. Dominics, and businessman and LGBTQ+ advocate, Jay Gilbert, under the name of the organization he is working to create, the Gay Community Center of Lynn.

1973 - Shotgun blast inside bar
